On Feb. 19, 1942, Franklin D. Roosevelt signed Executive Order 9066, which authorized regional Army commanders to designate "military areas" from which "any or all persons may be excluded." In the hysteria after World War II, it quickly became clear that Lt. Gen. John L. DeWitt considered the West Coast's Japanese Americans any and all people -- just because they looked like the enemy. At the time, The Oregonian's coverage of the events may have seemed appropriate. But 74 years later, it's appalling. "The Japanese race is an enemy race," DeWitt argued in early 1942. "The very fact that no sabotage has taken place to date is disturbing and confirming indication that such action will be taken."
